Add-ons are compared by their GRF ID, the file names don't matter at all. Also, you need to unpack the .zip archive to have the game load it (unpacking .tar is AFAIK not necessary).

Unfortunately, I have no idea how OpenGFX add-ons were released back in the day. The .zip archive may or may not contain the GRF ID that you are missing, or it might even have the same assets but packaged with a different GRF ID.
