On a humid afternoon in June, the air inside a tiny London apartment feels heavier than the heat outside. A fan in the corner of the room pushes warm air from one wall to the other. Across the city, school bus drivers load buses full of heat-exhausted children who will find little relief once the doors close. Outdoor workers wipe sweat from their faces and struggle to stay hydrated as temperatures rise.
