For the designers, we are still largely working within static design tools but that doesn't match the context of the web or many apps. Rather than designing for one specific \"ideal\" breakpoint, utopia gives you a framework for designing the extremes. If you take care of the largest and smallest instances, utopia allows you to let the system take care of itself in between. Utopia gives you some tools for type scales, grids, and spacing tokens but it's more of an idea than a coding framework.
