I agree that this is the case on one level. On another level, it's more than theater, in that we (the public at large) are being used to train the bots. Every captcha that gets completed is another data-point upon which to "train" their visual-pattern-matching algorithms... Free labor for google, et al. and a tacit admission that the bots aren't truly intelligent--after all, those captchas are supposed to be solvable by even dim-witted humans, but are beyond the capability of even the best bots...
