PACTs are intended to distinguish between legitimate and unwanted traffic, rather than simply differentiating humans from automated bots. Users browsing with Chrome, Edge, or Firefox will automatically receive tokens when their browser sessions are recognized as legitimate.

So effectively, anyone not on Chrome, Edge or Firefox is marked as "unwanted traffic", regardless of whether the operator is a human or a bot script using automation through it. I guess they are saying the quiet part out loud. FFS, how more hostile to non-corporate independence can you get? And the acronym "pact" I'm sure is not a coincidence.
