Well, it might be worth trying to download and extract 2.2.1 to a different folder than your main installation and see if it works for you. I think it should be fine based on my own testing, it seems like it's very intermittent and the OP seems to have resolved the problem on their own, but someone else reported something similar...

I'm honestly not sure where the issue is coming from or why some people are running into problems.
