For background, it used to be not possible for a replaceable/plugin/add-on PDF reader to answer commands from the host browser's menus. I see how the idea could make sense, enough that newer browsers with built-in (not integrated) readers could work this way. But with older browser platforms still existing, there's going to be a mismatch between older capabiliies and newer expectations; this would fall in that category.
