Both of those sites are extremely similar and may actually be operated by the same company. Maybe you could use their contact form to ask them to stop using CF so you can access the site.

Out of interest, how much of a bot problem do you have on this forum and what non-CF steps do you take to stop it? It seems like a bunch of sites are taking the view nowadays that without CF, bots will just destroy any forum put on the public internet.
