I've done a new test with a freshly installed version of Pale Moon Portable, with no extensions and no cookies. I didn't leave the active window (tab) for 6 minutes after starting the test. Pale Moon still failed the Cloudflare check. At the end of the 6 minutes, I stopped the test and checked the cookies: I found a single cookie saved by "portablefreeware.com" with "Name = cf_chl_rc_ni". "cf" in the cookie name is the abbreviation for CloudFlare.

I wonder if you are running into some type of region blocking, DNS blocking, blocking of your particular IP address, etc? For it to block some and not all seems strange. Do you have a VPN you can hop on and try the verification from different regions and different IP addresses? It would be a useful experiment.

Once again, I tried both portablefreeware and winehq sites just now and passed both Cloudflare turnstiles with no hesitation.
