1. I think the verification only moves forward if you stay on the tab. I wonder if the dom.visibilityAPI.enabled setting can somehow help us here. Being a global setting, I assume it's probably not something that can only be applied on challenges.cloudflare.com.

Except for having to tab back to tick the box, I don't have to stay on the page to move forward at all. It does "pause" any Pale Moon interaction for 2 of the 10-20 verification seconds, while at its busiest though.
