A lot of hosting providers offer Cloudflare for free and it's often just ticking a checkbox or pressing a button to activate it. No configuration step, it's all automatic. When a site is swarmed and crawls to a halt, and all it takes to protect it is pressing a button, underpaid sysadmins on tight deadlines aren't going to question the morality of the system. Of course, the tinfoil hat theory is that those swarms are performed by Cloudflare itself...
