at some point we might need to vendor GTK2 into our repo.

We can't reasonably do that. If not for the technicalities of it, then for the legalities, as I think it would be licensed incompatibly with our licensing for the code base. If it comes to that, then we'll unfortunately have to drop GTK2 support (and as a consequence, plugin support) on Linux.
