Just throwing out ideas so don't consider this a solution until it's tested, but I see hardware acceleration is off and that might interfere with YouTube's live streaming.

Having MP4 disabled for MSE might also interfere. I'm not sure what's in use for live streaming but I can imagine mp4 is used there because it's a lot less expensive for on-the-fly encoding than vp8/9...
