Generally these types of questions regarding forum signup, downtime, or other administative issues go under the Meta category, vs Questions which is intended for more general privacy and security questions. In this case I moved the post to the meta category for you, but it would be good to know the distinction going forward. I know the Privacy Guides team was doing some server migration recently, and that affected forum sign ups and posting for a period of time, so that might be related to your issue though I cannot say with 100% certainty that it is.
