Wipr 2 uses Apple's new 'URL Filters'

Is there a way this URL filter feature could be manipulated to allow blocking internet access to specific apps? That’s my biggest feature wish for iOS. As of now the only way to do it is with an on-device VPN, meaning you can’t use a VPN alongside it.
