Did Australia's under-16s social media ban work?

This is probably not a helpful comment but name one government that is logical and smart enough to make laws such that they work without outlawing something with unprecedented deterrents like in fully authoritative countries (NK, China, Russia). In my worldly experience, all governments making such laws and this quickly are simply put, idiots. I can’t find a more accurate word to describe such behavior and thinking.
