GovSG argued the agency unreasonably evaluated its proposal under the technical criteria.\n\nThe dispute centered on two issues. First, GovSG argued the agency undervalued its corporate experience. Second, it challenged the agency’s conclusion that its proposed dashboard or tool did not satisfy the requirement for a communications product that would help translate complex business processes for business transformation.\n\nGAO denied the protest. Based on the record, the agency reasonably assessed the scope and relevance of GovSG’s experience using what the firm actually included in its proposal, and GAO found the protester’s disagreement did not show the evaluation was arbitrary.
