GAO sustained the protest.\n\nThe most important issue was the agency’s treatment of nonkey personnel. The solicitation expressly allowed offerors to use “TBD” for unidentified nonkey staff, yet the Navy assessed Solvere a significant weakness in part because too many of those positions were unidentified and lacked certifications. GAO held that approach was inconsistent with the solicitation as written. GAO also found a separate flaw in the Navy’s cost evaluation under the terms of the RFP.\n\nBecause those errors could have affected the best value tradeoff, GAO sustained the protest.\n\n#### Digest\n\nProtest challenging evaluation of protester's proposal under personnel approach element of the technical factor and under the cost factor is sustained where record shows the evaluation was inconsistent with the solicitation.",
