The record showed the agency reasonably concluded CSlope’s references did not demonstrate the magnitude and complexity required by the solicitation to justify the stronger past-performance assessment CSlope wanted. With that reevaluation in place, the new selection decision stood.\n\nThe case is a reminder that corrective action can materially reshape a competition when the record supports a different past-performance judgment on reevaluation.
