The SDVOSB set-aside RFQ contemplated award on an LPTA basis. The agency found Modesto's quotation technically unacceptable because it failed to include the required resumes of at least two elevator technicians. Modesto argues its submission included the required resumes and that the awardee cannot perform without subcontracting all work in violation of the limitation on subcontracting.\n\nGAO dismissed the protest for lack of interested party status. Even if Eleven Bravo were disqualified, three other technically acceptable quotations with lower prices than Modesto's remained. To establish standing, Modesto needed to meaningfully challenge the evaluation of those intervening vendors. Its bare assertion that \"very few SDVOSB-certified elevator companies\" exist and speculation that lower-priced vendors must be noncompliant did not meet GAO's pleading standard for credible, evidence-supported allegations.\n\nThe protest is dismissed.\n\n#### Digest\n\nProtest is dismissed on the basis that the protester is not an interested party to challenge the agency's award decision where protester fails to establish that it would be next in line for award even if our Office were to sustain its protest.",
