"textContent": "PORT TOWNSEND, WA — Port Townsend is preparing for a significant season of infrastructure improvements, with major road construction and chip seal projects scheduled for late June and July 2026. Additionally, safety improvement construction will take place around Salish Elementary in August 2026.\n\nIn a separate action, the City Council will hold a public hearing on June 15, 2026 to consider relinquishing its interest of right of ways near Cappy’s Trails, also known as a street vacation, to support trail funding. This should not affect access to the trails, though final details won’t be available until the hearing. The Port of Port Townsend has also announced a roadwork project.\n\nThe summer roadwork begins with a concentrated period of street preparation and paving from June 22 through July 1. Crews will pulverize and reconstruct Cook Avenue from the county line to Albatross Street, adding crushed surfacing before grading and compacting the roadway.\n\nOn San Juan Avenue, from Lopez Avenue to approximately 150 feet past Admiralty Avenue, workers will pulverize the existing surface and apply cement treatment to driving lanes.\n\nSheridan Street, from State Route 20 to Hastings Avenue, will undergo pavement removal, asphalt replacement, and spot patching.\n\nAdditionally, Monroe Street from Water Street to Jackson Street and Jackson Street from Monroe Street to Walnut Street will receive asphalt milling and spot patch repairs.\n\nFollowing the initial paving work, the City will conduct chip seal applications from July 20 through July 29 on a broader list of streets.\n\nSheridan Street from West Sims Way to Hastings Avenue, San Juan Avenue from Lopez Avenue to Haines Street, and Cook Avenue from Albatross Street to Elmira Street are all scheduled for chip sealing.\n\nSeveral neighborhood streets will also receive chip seal treatments, including Arizona Street from Cook Avenue to Emma Street, Emma Street from Arizona Place to Emerald Street, Emerald Street from Cook Avenue to Emma Street, Willamette Street from Cook Avenue to East\n\nSapphire Street, Magnolia Street from Bell Street to East Sapphire Street, Mason Street from 53rd Street to East Sapphire Street, and Bell Street from Cook Avenue to East Sapphire Street.\n\nMonroe Street and Jackson Street along the same limits as the June paving work will also receive chip seal applications.\n\nThe City notes that all timelines are subject to change.\n\n**Discovery Road Bicycle and Pedestrian Safety Improvements Project**\n\nIn ongoing efforts to enhance safety for vulnerable road users, the City of Port Townsend is moving forward with the Discovery Road Bicycle and Pedestrian Safety Improvements Project. Now in the construction phase with total project funding of $824,000, this priority initiative will install separated bicycle lanes, new signing and pavement markings, thru-intersection bicycle lane markings, and pedestrian and bicyclist mixing zone crossing improvements.\n\nThe work extends from McClellan Street to approximately 100 feet east of Sheridan Street on Discovery Road and 19th Street, an area directly adjacent to Salish Coast Elementary School. The project was designated a priority by the City Council in recognition of the immediate need for safety improvements near the school and it complements previously completed work along Discovery Road between Rainier Street and McClellan Street. The design incorporates input gathered during a public engagement period that included a stakeholder group which met five times to discuss the corridor. The project is federally funded through the Highway Safety Improvement Program with $644,000, supplemented by local Real Estate Excise Tax and Transportation Benefit District funds**.**\n\n**Public hearing for Cappy’s Trails**\n\nIn addition to the roadwork, the Port Townsend City Council will conduct a public hearing on Monday, June 15, 2026 at 6:00 p.m. in Council Chambers at 540 Water Street. The hearing will accept public testimony on a proposed street vacation by the City to vacate numerous sections of right of way adjacent to and along properties owned by the City and the Jefferson Land Trust. The vacation is intended to support the procurement of funding for Cappy’s Trails as a grant match. The vacation, or relinquishing the right of ways to the adjacent properties, is needed to qualify for trail improvement funding.\n\nA map illustrating the affected right of way sections and a complete list of associated tax parcel numbers are available online at the City’s website. Persons wishing to testify may provide oral testimony during the hearing or submit written comments to the City Clerk at 250 Madison Street, Suite 2, Port Townsend, WA 98368 or via email at cityclerk@cityofpt.us. Written comments must be received by 4:30 p.m. on the day of the hearing, June 15, 2026. Virtual attendance and participation options are available, including via Zoom, phone, live stream, and an online public comment form.\n\nResidents are encouraged to visit the City’s Public Works Safe Streets for All Safety Action Plan page and the Discovery Road Bicycle and Pedestrian Safety Improvements Project page for additional information on long-term safety initiatives.\n\n**Port of Port Townsend roadwork**\n\nThe Port of Port Townsend has also announced that grading work will take place at the Boat Haven at the intersection of Washington Street and Boat Street on Monday and Tuesday, June 8 and 9, 2026, to prepare for asphalt paving on Wednesday and Thursday, June 10 and 11. This intersection paving is a component of the new stormwater treatment system project that began construction last year. During construction, traffic in the area will be managed according to the contractor’s traffic control.\n\nThe intersection of Washington Street and Boat Street, which is adjacent to the Boat Haven 300‑ton lift pier, will be temporarily closed and will likely remain closed through the weekend to allow time for the asphalt to fully cool and harden. Some adjacent parking will also be closed and unavailable to accommodate paving. Drivers and pedestrians are asked to use caution and follow all posted signage to ensure safety and minimize disruption.
