Display flashes black screen with thin white lines. Not sure how to troubleshoot further.

I recently upgraded some parts in my pc and everything has been fine for a month or so. A couple days ago I woke up to this black flashing with thin white lines almost like a tic tac toe or sudoku grid. the problem persists on two different monitors and with different cords. I got so frustrated that i put all my old parts back in and it still persists on a different machine. the only change i did was get new displayport cables when upgrading my gpu. So at this point I'm stumped. I'll list what I've tried so it's easier to understand and also link a video showing the issue. What i tried: Swapping monitors/cables Reinstalling video drivers with DDU Removing new parts and reverting my build Reinstalled windows on new old machine Turned off fast boot Nothing has worked.
