Xfx Rx 580 8gb 2048sp Lazy Fan Issue

The title is self explanatory. I wonder what causes this lazy fan issue. It seems the fan curve is not doing its job not ramping up to the desired speed at certain speed and the gpu maxes temp out at 89c.

If you do a custom fan curve on adrenaline, it stays at 77-79c on a tropical heat ambient temp.

What i did and observed:

1. Fan is fine, all you need is a custom fan curve and it does its job surprisingly very fine.
2. Bios flashed as i suspect this is a mining bios with relaxed fan curve but that didn't solve anything.
3. Repaste with arctic mx6 thermal paste and 1.5m termal pad. The temp is absolutely fine.
4. It seem to work perfectly fine after inputting custom fan curve in adrenaline.
5. No crash, artifacting, glitch. In fact it survives games and furmark for 20mins+.
6. Maxes out at 89c without custom fan curve. 79c below if it is enabled. Stable temp. Tropical heat ambient temp.
7. DDU is used
