Phoenix thug provoking reaction from protesting high school students

A Phoenix thug went to the nearby suburb of Chandler, wearing a mask and a gun, trying to frighten/provoke some sort of reaction from protesting high school students and (he hoped) get an opportunity to arrest some. The students were mostly too disciplined to fall into his trap, though one threw water at him and was arrested, falsely, by Chandler thugs for allegedly throwing a water bottle. (The Phoenix thug evidently expected that the Chandler cops would have the attitude of thugs, and it seems that they did.) There is a happy ending: the Phoenix police chief rebuked that thug for endangering the community's trust in the department, and is investigating possible punishment for him. It is heartening that the chief wants his cops not to be thugs.
