Bills prohibiting market consolidation in medicine

A series of bills in Congress would prohibit various aspects of market consolidation in medicine.
It used to be the case that large investment funds needed a publicly traded corporation to raise so much money. Publicly traded corporations were regulated more strictly. But increasing concentration of wealth made it feasible to raise such sums without a publicly traded corporation, and thus to avoid the regulation, with harmful consequences. I believe that any investment vehicle over a certain size should be required to be a publicly traded corporation.
