I think he means something like a free look mechanic – like when you’re riding in a vehicle and looking around without changing direction, or when just the character’s head rotates to look around while walking.
If this is what the OP is looking for, he probably needs to make the camera rotation independent of the spatials’ movement direction (maybe by decoupling the camera direction from the walk direction).
