Crowd Control/Collateral Damage

I always liked how in GTA V enemies take a moment to stop shooting at you and look over to the guy that you killed next to them. When you first fire at a group of enemies, they startle and duck their heads for a brief moment as well. This is an example of crowd control that doesn't involve explosives. Crowd control is a fun gameplay mechanic and I think it should go further in the next game by taking some features from RDR2 like high velocity ammo and dismemberment. Maybe it would be far fetched but in my opinion when you blow off someone's head and such with a shotgun. People in the vicinity should get damaged by skull shrapnel or exploding ribs in the trajectory of the shot. So if you're point-blank and completely obliterate someone's head, the shot could partially go through, turning their skull into shotgun slugs lol and the person behind them taking more total damage by stacking collateral damage from dismemeberment with whatever pellets hit other people from the shot's SPREAD. Assault rifles like the AK are really destructive and they leave really big gaping wounds in the exit point. I think, depending on the ammo type when you shoot an armoured enemy, destroying their kevlar vest should also deal collateral damage in a cone shaped area of effect. So you actually have a reason to go for bodyshots.
