  "textContent": "In the rule “Systems and Directors”, add a subrule named “Starbase Alpha” with the following text:\n\n\nThere is a publicly tracked System named Starbase Alpha, which may also be referred to by the dynastic ruleset as simply “the Starbase”. The Starbase’s Director is always the Guild and its Tax Rate is always 0. Its Produce is tracked by the letter “S”. The Guild may not spend the Starbase’s Credits.\n\nThere is a publicly tracked Starbase Contributions which is a table containing every Associate, and for each Associate, the following publicly tracked information:\n\n;Investment: An integer, which may be negative, representing the amount of Credits transferred from that Associate to the Starbase, defaulting to 0.\n;Materials: A list of the Produce imported from that Associate to the Starbase, which may contain duplicate Produce items, defaulting to an empty list.\n\nWhenever a Vessel owned by an Associate is in the Starbase system, as a Timed Action that Associate may transfer any positive amount of their Credits to the Starbase, and when they do, that amount is added to that Associate’s Investment in the Starbase Contributions; however, that Associate may not transfer Credits from a System in which they are a Director in this way. If an Associate ever performs an action that removes Credits from the Starbase, that same amount is subtracted from that Associate’s Investment in the Starbase Contributions.\n\nWhenever an Associate imports Produce from a Vessel they own in the Starbase system, the Produce that was imported is added to that Associate’s Materials in the Starbase Contributions.\n\n\nAdd a new rule named “Starbase Construction” with the following text:\n\n\nThere is a publicly tracked Investment Goals, which is a number that defaults to twice the total Credits among all Associates. There is a publicly tracked Material Goals, which is a number that defaults to three times the amount of publicly-tracked Systems.\n\nAs a Weekly Action, the President may perform Strategic Changes, in which the President chooses to do exactly one of the following:\n* Increase the Investment Goals by exactly the number of Associates.\n* Decrease the Investment Goals by exactly the number of Associates, to a minimum of 1.\n\nWhenever the Starbase’s Credits are greater than or equal to the Investment Goals, if there is a single Associate who meets both of the following criteria, no other dynastic actions may be performed and that Associate has achieved victory:\n* That Associate’s Investment in the Starbase Contributions is higher than every other Associate’s Investment.\n* The number of items in that Associate’s Materials in the Starbase Contributions is higher than every other Associate’s number of items in their Materials.",
