We need a victory condition

Create a new dynastic rule, “Target”:The Target is a publicly tracked number, defaulting to 100. As a Communal Daily Action, anyone may reduce the Target by 4. An Associate (the Moneybags) who has at least as many Credits as the Target achieves victory, unless there is another Associate who has as many or more Credits as the Moneybags.
