  "textContent": "If “Cooking the Books” was not enacted, the rest of this Proposal has no effect.\n\nIn the rule “Credits”, add a subrule named “Corruption”, then move the following text from the rule “Credits” to the rule “Corruption”:\n\nEach Associate has a integer Corruption which is publicly tracked and defaults to 0. When an Associate would spent Credits (and they are the one performing the action to cause them to spend credits) they may instead spend those Credits from a System they are the Director of. Upon doing so, they gain a number of Corruption equal to the number of Credits spent.\n\n\nIn the rule “Corruption” add the following text as new paragraphs:\n\n\nEach System has a publicly tracked number named Inefficiency which defaults to 0. Whenever a System would gain an amount of Credits, if that System’s Inefficiency is less than the Corruption of the Associate that is that System’s Director, that System gains that amount of Inefficiency instead.\n\nAs a Daily Communal Action, any Associate or the Guild may perform Corruption Decay, which is an atomic action with the following steps:\n* Subtract 1 from every Associate’s Corruption, to a minimum of 0 Corruption.\n* Set every System’s Inefficiency to 0.",
