The Standard Safeguard Against Idle Snipers

Create a new dynastic rule, “Endgame”: For the purpose of dynastic rules, Defusers who did not create a Design while the Round was 3 are not considered to be Defusers. (This does not affect who is considered to be a Defuser by core rules or the Appendix.) For each Design created while this proposal was pending, it ceases to be a Design.
