Add a new paragraph to “Claiming”:If there is exactly one inComplete Design, then anyone may change the Claim of the Defuser who has had a blank Claim for longest (out of the Defusers who could legally change their own Claim to that Design’s Creator) to that Design’s Creator, where “for longest” is interpreted as counting only continuous periods of having a blank Claim that contain the present time.
