San Bernardino Superior Court published their 2025 Annual Report last week. The report also includes messages from court leadership, including a description of Presiding Judge Rod Cortez's priorities as he enters his term. "Looking forward, my priority is to continue building a court that is prepared for the future. One that uses data, technology, and strategic planning to improve the court experience for every user. This includes supporting the expansion of services across the county, advancing our digital transformation, and promoting a strong, empowered, and engaged workforce. Another priority of my term will be focused on continued advocacy for the judgeships and facilities our community deserves," Cortez wrote. Outgoing Presiding Judge Lisa Rogan cited the court's increase in access through increased self-help services, collaboration and the mobile courtroom. "Together with judicial colleagues, court staff, and community partners, we have made San Bernardino's needs known at the state level. We have told our story clearly and persistently: that our county, with its growing population and unique geography, requires the resources, judicial officers, and facilities to deliver justice fairly and equitably," Rogan wrote. Court Executive Officer Anabel Romero touted the filling of staff vacancies, expansion of e-filing, educational programs, and expansion of self-help resources. "Even amid fiscal pressures, we continue to advance projects that improve the court user experience and maintain accessible justice," Romero wrote. The court added seven judges to the court: Michelle Lauron, Christopher Hayes, Dina Amani, Cecilia Joo, David Brewster, Maggie Yang and Elizabeth Ulsh. The court currently has 104 funded judicial positions, 26 short of what it needs based on workload. Click here for the full report
