My Internet Speed Changed This Morning

I noticed my internet feeling rather snappy today and I decided to do a speed test. I pay for a 32 Mb cable line ($11.00/month for low income customers). Today this is what I see: I assume this might be an automatic upgrade or it could be some kind of error on my ISP's end.
