GPU stuck at 300MHz

Hello all. I have an RTX 3080 and I have recently updated the driver to 591.86 from Jan 27th. Every time I play Overwatch, the GPU is stuck at 300MHz. What could be the issue? I was playing Overwatch the past few days and it was fine. All of a sudden, I launch the game today. It pegs at 60fps in the menu, like it's supposed to. But when it gets in game, my MSI Afterburner and HWMonitor show the GPU pegged at only 300MHz the whole time. So normally I would get about 300+ fps. Now I'm getting like 150 max. And it dips to well below 100 fps during effects heavy scenes.
