DOSBOX-X and CPU cycles accuracy to real CPU

I noticed that in the online documentation of DOSBOX-X for the CPU speed table, it lists the Pentium II 300 at 200,000 cycles and then under it the Pentium III 866 at 407,000 cycles. That seems like a nearly triple the CPU speed just to get around double the CPU performance and that seems way off. For real hardware (not emulation), is there a situation where a Pentium III 866 is only around twice as fast as a Pentium II 300 in a CPU bound scenario? Also I check out DOSBOX Pure in Batocera, and it still lists the Pentium II 300 at 200,000 cycles but a Pentium III 600 at 500,000 cycles. I believe the 500,000 cycles for the Pentium III 600 (if it's the Coppermine 133 MHz FSB version) in DOSBOX Pure than I do for the 407,000 cycles for the Pentium III 866 in DOSBOX-X, especially since both of these emulators, list the Pentium II 300 as 200,000 cycles.
