  "textContent": "Russia’s President Vladimir Putin flew to Astana on May 27 to carry out bilateral talks and to take part in a meeting of the Eurasian Economic Union.\n\nDuring a bilateral meeting with President Kassym-Jomart Tokayev on May 28, Putin said that he is confident that mutual trade will break the $30 billion mark this year, making Russia the largest single trading partner of Kazakhstan.\n\n“The bulk of Kazakhstan's oil exports to global markets passes through Russia. Russian oil, in turn, is pumped through Kazakhstan to China and other Asian countries,” Putin said.\n\nRegarding diplomatic issues, Putin said that “on most of them the positions of Russia and Kazakhstan are very close, practically identical.”\n\nTokayev called Putin an “outstanding statesman,” and hailed his counterpart’s focus on national interest.\n\n“You are fulfilling a mission of crucial significance for the Russian people and the Russian state,” Tokayev told Putin, adding that Kazakhstan is genuinely interested in Russia’s economic success. “Russia will never lose its leading position in the global economy.”\n\nBoth sides said that Kazakhstan-Russian cooperation is at the core of a “shared responsibility for the stability and development of the entire Eurasian space.”\n\nWhile Tokayev visits Russia at least once a year, this was Putin’s first visit to Kazakhstan since November 2024.\n\nThe two sides signed an agreement on the terms of cooperation in the construction of Kazakhstan’s first nuclear power plant, as well as on the provision of a government loan from Russia to Kazakhstan to finance construction.\n\nTokayev said this agreement was “of paramount importance.”\n\nKazakhstan Atomic Energy Agency said that the total cost of the NPP will cost $16.4 billion (up from a previous forecast of around $14 billion) and that the first unit should be commissioned by the end of 2034.\n\n**Sign up for our English-language newsletter.**",
