International legal scrutiny intensified after U.S. President Donald Trump warned that "a whole civilization will die tonight" if Iran did not meet his deadline to reopen the Strait of Hormuz.
The president's comment on social media and earlier threats drew a direct rebuke on Tuesday from the United Nations, adding to earlier warnings from the International Committee of the Red Cross and other groups about threats to civilian infrastructure.
