Vietnam accelerates legal reforms to support high-tech investment and IP protection
Vietnam is moving to fast-track the development of a transparent legal framework to strengthen intellectual property protection and supporting high-tech investment and operations, according to Party General Secretary and President To Lam, during a meeting with Mr. David Zapolsky, Senior Vice President, Chief Global Affairs & Legal Officer at Amazon. Mr. Lam highlighted Vietnam’s strong commitment to welcoming investment from major U.S. technology firms. He emphasized that cooperation should be built on “harmonized interests,” with the goal of strengthening bilateral ties while delivering practical benefits to businesses and citizens in both countries. The Vietnamese leader also encouraged Amazon to expand its role in supporting the country’s Resolution 57, an initiative focused on advancing science, technology, innovation, and digital transformation. He called on the company to contribute to the development of data infrastructure, artificial intelligence (AI), and the training of highly skilled talent. Mr. Zapolsky expressed confidence in Vietnam’s growth prospects, noting the country’s potential to emerge as a leading technology hub in the region. He pointed to opportunities for deeper collaboration in sectors where Amazon has strong global expertise, including cloud computing, AI, and Big Data. The Amazon executive also reaffirmed the company’s long-term commitment to Vietnam, stating that the firm is prepared to support the country’s digital infrastructure and workforce development efforts as part of its broader socio-economic goals. On the same day, Mr. Zapolsky met with Vietnamese Minister of Science and Technology Vu Hai Quan to discuss future cooperation initiatives. Amazon shared plans to introduce low-Earth orbit (LEO) satellite internet services in Vietnam and explored opportunities to expand its operations in the country. The company is also considering positioning Vietnam as a manufacturing hub for selected Amazon devices intended for export to global markets. Minister Quan encouraged Amazon to increase investments in digital and data infrastructure, deepen partnerships with Vietnamese technology companies, and support technology transfer initiatives. He also stressed the importance of cultivating a highly skilled workforce and promoting the growth of a sustainable and environmentally friendly technology ecosystem.
