Google will require developer verification to install Android apps, including sideloading

i ran into an issue with adb installs, it seems like this may not be an option due to another block which is already there. i write this here in hopes someone can verifiy this as i asked Gemini, and who know if it is lying.
anyway, it said that if the phone connects to itself via wireless ADB, (ex.Shizuku with WiFi) AnyApk and InstallWithOptions may be blocked to install unverified or outdated apks as the request comes from the same IP as the system works, which is done for a completely different security reason. Gemini suggedted that only a different device via c-cable connection may be able to bypass any of these limitations, as the phones could not tell if they got connected to a computer, a pheripheral or another android phone, because usb logic.
from my experiences WHILE this DOES restrict changing owner ID of folders in android/data, it does allow installing outdated apks, and ones with poisoned/test signatures YET.
please someone who knows how adb and adroid, verify me in this, i am way over my head here, all my knowledge is how to set up shizuku and InstallWithOptions/ some file managers.
