City of Tucson study says city-operated electricity could work, TEP study says it wouldn’t

A city-commissioned study suggests a public utility could lower rates, a move supported by the Tucson Democratic Socialists of America. Conversely, a study commissioned by TEP indicates a city takeover would cost taxpayers more than $4 billion.
