Why Microsoft Store and Xbox App are doomed

Given that Forza Horza 6 is coming out soon I thought that I'd go back and play Forza Horizon 3. Yes I know it's old but from what I remember it was a lot of fun. Open up the Xbox App and find and download it. Now it just keeps hanging on the loading screen. No error codes or anything. After a lot of AI searching I find that it uses an ancient thing called Xbox Identity Provider. Run the troubleshooter and it comes up with an error code and link.
