PC WONT POST

So i had an issue everytime i started my pc the cpu light would be on i sent the motherboard for testing it was fine and got another cpu now it also happens but its wierd if i the pc works then i shutdown (also had an issue where it wouldn't shut down fully) and i start it again it works wonders but if i wait idk 8+ hrs when i try to power it on it will stay stuck what i did to fix it was plug out the psu cable and held the pc button for 1 min and it worked.
