Ontario cities fight to end Enbridge’s ‘free ride’ on public land as agreements come up for renewal

For decades, the gas utility has run pipelines beneath the roads and parks in Guelph — and many other Ontario municipalities — without paying a cent to the cities hosting the infrastructure. Municipalities are prohibited from charging fees for that access under provincial law.
